  • The study of women's work and school assistance to their children at a federal university aimed to understand how civil servants struggle in their daily lives to reconcile school support for their children and their professional responsibility regarding the administrative technical position in an institution. Federal Institute of Higher Education (IFES). The methodology is characterized as a case study using bibliographical review, qualitative and exploratory research with field research using semi-structured interviews envisioning the development of the proposed theme. According to the information collected from the mother employees, the reconciliation is carried out unsatisfactorily due to the fulfillment of their working hours, but they seek, through their schedules at the times they are at home, as far as possible, to meet the needs of their employees. children through attention, monitoring school activities, organizing activities, in order to be present, in their free time in their children's lives. According to the information collected, together with the employees collaborating in the research, it was possible to understand that, for them, issues relating to working hours are established as satisfactory if the possibilities of reducing working hours, flexibilization of working hours, the teleworking and hybrid work. Within its responsibilities, UFSJ presents itself as one of the federal institutions that seeks to promote the improvement of the quality of the service provided by its professionals in the technical-administrative sector, which encompasses a sector where the presence of female professionals is also highlighted. , and, who mostly play the role of mothers, and, consequently, who need support, specifically recognition in their work activity so that they can reconcile their activities as mothers and professionals in the exercise of their work activities. Therefore, it provides an understanding that the trajectory of creating Decrees, Resolutions and Laws that recognize women's work as professionals and at the same time allows for the recognition of their status as mothers has demonstrated that conciliation is possible , which results in expanding the possibilities and participation with efficient performance and productivity of female professionals inserted in the job market or who intend to start building their professional career.

  • Project management has become a management practice widely used by public organizations that seek to achieve their institutional objectives with efficiency and quality. Therefore, identifying the level of maturity in project management is essential to understand the current situation and design improvement plans, thus expanding the organization's ability to execute its projects with quality for the population. An important element to be considered when analyzing and proposing any administrative practice is organizational culture, which refers to the beliefs, values, norms and behaviors shared by the members of an organization. These elements can have a direct impact on the way projects are managed. To reflect these aspects, maturity analysis was applied to project management using the Prado model as an evaluation method. The result placed the State Department of Education studied at a regular level of maturity in project management and above the average obtained by public organizations participating in the most recent research carried out by the institution proposing the model. The sectoral results indicated that the sector where the projects mainly have a pedagogical content presented lower maturity rates. In order to better investigate the results and propose more effective improvements, ethnographic research was carried out to contextualize aspects of the local organizational culture with the results obtained in the diagnostic analysis. It can be highlighted that some cultural traits present in the Secretariat's organizational environment, such as flexibility, plasticity, inequality of power and hierarchy, reformism, high job turnover and the influence of political aspects on administrative and operational processes directly influence project management. of the organization. In this way, with both analyses, it was possible to design action plans to improve maturity levels in the organization's project management, considering the cultural dimension and thus increasing the chances of success in applying maturity improvement. in project management from the State Department of Education studied.

  • Public administration in Brazil has undergone significant transformations that have favored the implementation of public educational policies. The Program of Support for Restructuring and Expansion Plans of Federal Universities, Reuni, was an integral action of a public educational policy of the federal government that aimed to expand access and permanence in higher education, at the undergraduate level, enabling the interiorization of campuses and a historic opportunity for institutions to plan their own expansion. On the other hand, the creation of REUNI had great impacts on the administrative areas of the institutions. The expansion of the technical-administrative staff did not contemplate the increase in the workload, perhaps due to budgetary limitations or the lack of a dimensioning model to support it. Thus, we proposed to analyze the allocation of technical administrative personnel at UFSJ, trying to verify the perception of these servers regarding the possible work overload. Still, it is proposed to verify the methodology used by the MEC to calculate the number of servers from the dimensioning model entitled "Composition Model of the Board of Technical Administrative Servants in Education - QSTAE Model". Finally, this research is descriptive and exploratory in nature, with a qualitative and quantitative approach. The qualitative data survey will be based on interviews with the manager of the institution's personnel administration area in order to understand, from the management's point of view, the format of the personnel dimensioning procedures and the adequacy of the institution's staff. The quantitative data survey will be done by means of bibliographic and documental research, besides the application of a questionnaire to the technical administrative employees, in order to verify their perception of the workload. From the study, it is intended to carry out a diagnosis of the allocation of servers of the researched institution, in order to know the profile of the server, checking a possible lag or distortions in the allocation, as well as the perception of these servers regarding the adequacy of the staff of the institution.

  • The COVID-19 pandemic has significantly impacted public finances around the world, directly affecting the budgets of local governments, such as the municipality of São João del-Rei. The public budget is an instrument to support the management of public planners as well as an important transparency and accountability tool available to society in controlling public spending. Based on the theoretical framework of punctuated equilibrium theory, this research investigates the decision-making processes and strategies employed by the municipal government of São João del-Rei in response to the pandemic. By exploring the preferences of public agents, political incentives and fiscal restrictions, the study aims to understand the effects of COVID-19 on the municipality's public budget. The objective of the research is to investigate the measures adopted by the municipality of São João del-Rei for budget planning in response to the COVID-19 pandemic and its theoretical basis. In this sense, understanding how public budget administrators acted is necessary so that state action is prepared to manage emergency situations. The research is classified as quali-quanti, adopting the comparative method, and, from the point of view of objectives, the research has a descriptive and exploratory character. As for technical procedures, the research is characterized as documentary. The expected results of this research include data on the effects of COVID-19 on the public budget of São João del-Rei, offering implications for effective financial management and better resource allocation. It is anticipated that the results will improve our understanding of the strategies implemented by the municipal government and provide valuable information for future crisis management. In conclusion, the analysis of public budgets before and after the COVID-19 pandemic reveals a significant change in the budget formulation paradigm. Before the crisis, incremental approaches predominated, characterized by gradual and evolutionary adjustments. However, the impact of the pandemic forced a repositioning of government priorities, leading to budgets more aligned with the punctuated equilibrium model. This transition highlights the adaptability of government structures in the face of unexpected crises, highlighting the importance of flexibility and agile response capacity in public financial management.

  • The main objective of this research is to analyze the performance of Federal Universities of the State of Minas Gerais in terms of patent applications in the period from 2015 to 2019, identifying the motivations that lead their researchers to patent in Brazil and the main barriers encountered. As specific objectives, it seeks to analyze the indicators of patent applications requested by the Federal Universities of the State of Minas Gerais, along with the patent databases in the period 2000 to 2019, in addition to verifying whether the analyzed institutions in Minas Gerais have benefited from the Plan of Combating the Patent Backlog and with the Priority Procedures modality. To this end, a descriptive research will be carried out, combining qualitative and quantitative approaches, where the following procedures will be used: bibliographical research; documentary research and survey research through a questionnaire. The context of the study is directed to some federal universities belonging to the State of Minas Gerais, and the target population will be researchers who have patent registration belonging to the four federal universities in Minas Gerais that most filed patents in the years 2015 to 2019, which namely: UFMG, UFSJ, UFU and UFV. The estimated sample is around 234 respondents.

  • It is expected that university libraries are one of the main pedagogical support equipment for teachers and students in the teaching and learning process. The growth of Distance Education (EaD) challenges the BU to provide quality service and meet the needs of EaD students, who have a different profile from the on-site modality students. Given the above, this research aims to verify how the university library of the Federal University of São João del-Rei has acted as an information provider for the academic community in favor of access and use of information in distance education and to analyze the adequacy products and services offered in relation to the informational needs of students in this modality. Thus, a descriptive and exploratory research will be carried out based on a semi-structured interview with the manager of the Distance Education Center in order to contextualize the history and perspective of distance education in the institution. Then a questionnaire will be applied to active and alumni students in order to qualitatively discuss the role of the library as a support infrastructure for Ead and identify possible needs for creating information services or adapting existing services. Data analysis will be done from the statistical tabulation of data.

  • The theme of this research concerns gender relations, focusing on the representation of women in management positions at the Federal University of São João del-Rei (UFSJ). The objective is to analyze the management positions, in relation to the gender of their occupant, at UFSJ. A document search was carried out on the UFSJ electronic portal and semi-structured interviews were carried out with the current Dean and former Deans of the university. The interviews were analyzed by the French Discourse Analysis (AFD). The results show that the UFSJ deans have always been concerned that the management represent the different members of the academic community, including women, however the institution has always presented a lower female participation in management, which has been remedied over time and currently the university has a more balanced distribution in terms of female participation in management. However, the institution never bothered to create policies and tools to promote the participation of women in high positions.

  • The present study has the general objective of carrying out a situational diagnosis of the HRBJA to identify possible bottlenecks in the implementation of Quality Management. As specific objectives, the research intends to raise and analyze the evolution of the structures, services and financing of the SUS; diagnose the scenario and procedures of Quality Management in Health; perform a situational diagnosis of the HRBJA; in addition to preparing an intervention proposal that helps HRBJA in the process of implementing Quality Management. For this, qualitative research was carried out, of an applied, exploratory, bibliographic and documentary nature, classified as a case study, based on an empirical investigation. The context of the study started from the scenario of the evolution of the SUS in Brazil and passed to the hospital studied in its general panorama and, specifically, to the audits carried out with the purpose of diagnosing Quality Management in the HRBJA. The results point to the fragility of the existing process, due to the various structural restrictions. It was evident that the HRBJA started, in an embryonic way, the Quality Management process since 2014. However, the internal audits carried out by the hospital point to the need for greater attention to the process of dissemination and use of management tools by the teams. The notes indicate that the management instruments are used insufficiently, in addition to a low dissemination of the Quality Management process. As proposed measures to support the instrumentalization of the management process in the HRBJA, there is a need to structure the scope of Quality, the construction of the hospital's macro process, the training of servers and the development of Quality tools.

  • The management of any organization is based on the basic pillar of administrative functions, namely: planning, organizing, directing, and controlling. However, according to the specificity and operating characteristics of the various organizations, these basic functions take on rules and peculiarities that impose their own challenges. In this sense, investigating the economic and financial conditions of an organization's response to the variations that occur in the external environment is a fundamental theme for the sustainability of institutions. Specifically in the public sphere, when looking at the budget management of the sphere closer to the demands of citizens, the municipalities, a fundamental analysis of the ability of these entities to respond to social problems emerges. In this sense, the present study seeks to perform a circumscribed analysis in the municipal sphere, identifying the economic and financial condition of municipalities to deal with the budgetary scenario presented during the period of the COVID-19 pandemic and to continue to meet public demands.

  • Since the 1990s, the public sector has sought to implement management tools used in the private sector to improve the provision of its services. Project management tools are widely used as they enable the optimization of good practices to achieve institutional goals. Studies show that it is possible to identify the level of maturity in project management in organizations using a maturity model. In this sense, the aim of this research was to evaluate the level of maturity in project management at the Federal University of São João del-Rei, from the application of the questionnaire proposed in the Maturity Model in Project Management | Prado-MMGP. The research can be classified as descriptive with a combination of qualitative and quantitative techniques. The Prado-MMGP model was chosen because it is considered simple, easy to apply and because it allows the comparison of results obtained with other institutions in the country. The sectors participating in the research were PROGP, PROAE, DPLAG, DIMAP, DIPRE, DIPAP and NTINF, which reached a final maturity grade between 1 and 3.16 points. The average value of the institution's final maturity assessment was 2.22, which corresponds to a weak maturity rate. Considering the results achieved, improvement actions were proposed, so that, the institution can grow in maturity in project management.

  • The redemocratization of the national state made possible by the Brazilian Constitution of 1988 guided a new democratic conception, with a more participative character of the public sphere, based on the search to strengthen the local deliberative character. With this, the entities of the Federation created institutional spaces where individuals that make up the social body can participate, suggest and deliberate on the formulation and monitoring of public policies and the application of budgetary resources. Taking into account the importance of the theme of social participation in public management, the research aims to analyze the perception of members of the Legislative Power in the municipality of Vilhena, in the state of Rondônia, on the (de)legitimation of institutional spaces for local social participation. Specifically, the research aims to: a) Identify the institutional spaces for society's participation in the municipality of Vilhena; b) Analyze the composition, parity and deliberative models of the managing councils of the municipality of Vilhena; c) Understand the local dynamics of social participation in the view of local parliamentarians; and d) Analyze the knowledge of parliamentarians about social participation in the municipality of Vilhena. For this, it is intended to carry out an applied research, carrying out a case study with a qualitative approach, with data collection by document research and interviews with a script of previously established questions. It is intended to conduct the interview with all 13 parliamentarians in the city with subsequent transcription, treatment, analysis and interpretation of results according to the theory of Content Analysis based on categories and analysis criteria that will be defined throughout the research.

  • To democratize public higher education in Brazil, public policies aimed at access and permanence were instituted. The Quotas Law, which aims to guarantee a reserve of places and the National Student Assistance Program (Pnaes), which seeks to expand permanence conditions, are examples of these contemporary policies that are being implemented in Federal Institutions of Higher Education ( Ifes). At the Federal University of São João del-Rei (UFSJ) the support for socio-academic promotion is one of the main Student Assistance Programs developed with resources from Pnaes. The aim of this study was to assess whether the socio-academic promotion aid influenced the permanence and academic performance of freshmen by income quotas between the first semester of 2016 and the second semester of 2019. A bibliographical and documentary research was carried out. The evolution of the university was briefly described, followed by the expansion of higher education in Brazil until the 2000s, later on public policies for expanding access and permanence in Brazilian higher education with a focus on the sector were discussed. public. Access and permanence were also addressed as complementary issues to democratize public higher education and, finally, the evaluation of public policies and social programs, as well as the literature dealing with the influence of Pnaes on academic performance and dropout. As methodological procedures for data analysis, t test and Mann Whitney U test were used to compare academic performance. Binary logistic regression was applied to verify the prediction of assistance during permanence, in addition to the use of the constructed permanence indicator, and finally, a categorical thematic analysis of the observations left by students regarding the reason for canceling enrollment was performed. The results regarding academic performance showed no statistically significant difference between income quota beneficiaries and non-beneficiaries of the aid in 33 of the 38 courses analyzed. The result of the logistic regression showed that the support for socio-academic promotion was a significant predictor in 21 of the 38 courses analyzed, increasing the chances of permanence for income quota holders, and the indicators pointed to the superiority of permanence of income quota holders who had the aid in relation to those who did not have it in almost all courses. The thematic analysis showed that more than 64% of the income quota holders registered change of HEI, change of course at UFSJ, change of course or intention to change course, with aid beneficiaries considerably surpassing non-beneficiaries in the first two categories.   • The right to access public information is directly linked to democracy and is provided for in the 1988 Constitution of the Federative Republic of Brazil. Furthermore, publicity is one of the principles of public administration established in the Constitution, being essential for social control, for accountability and for social participation. Although provided for by the Constitution, Brazilian legislation lacked specific legislation that would regulate the constitutional right to obtain public information, especially due to the existence of the culture of secrecy, arising from patrimonialism that has been part of the Brazilian State for centuries. In 2011, Law 12,527/2011, the Access to Information Law (LAI), was approved, which sought to establish responsibilities, procedures and deadlines for the provision of public information requested by interested parties, also establishing the obligation to proactively publish certain information by part of the public power. This work aims to verify the observance of the norms related to the duty of active and passive transparency dictated by Law nº 12,527/2011 - Law of Access to Information - in the scope of the Federal University of São João del-Rei (UFSJ). Documentary research will be carried out on the website of the Access to Information section of the institution surveyed to assess compliance with the obligations of active transparency, while to assess passive transparency statistical data will be used to respond to requests for access to information made to the institution. Questionnaires will also be applied to a sample of public servants, in order to verify the perception of public servants about the Access to Information Law and to seek traces of the culture of secrecy in the institution. Finally, a diagnostic report of the institution's compliance with the LAI will be prepared, with proposals for improvement interventions, if applicable.

  • The Brazilian public administration comes searching, several years ago, ensure the efficiency of the public service, through the professionalization and improvement of servers. Therefore, instituted, through of to Decree 5.707/2006, the National Policy of the Personnel Development (PNDP). As part of this Policy, the government propose the implantation of the Competency-based Management on the public service, through the capacitation. The objective of this work is to propose a model of the institutional plan of the capacitation to contribute to the application of the Competency-based Management on the Minas Gerais’s Federal Institute of Education, Science and Technology (IFMG) – Congonhas Campus. To achieve the objective of this research, was utilized the Case Study method. Regarding the nature of the objectives, the present research is descriptive and, regarding the nature of the
    results, applied. The data was gathers through the documental research, half structure interview and participant observation. For data analysis was utilized the content analysis technique. The obtained data demonstrated that the IFMG’s Institutional Program of the Capacitation search meet to the PNDP legislation however does not presents himself as an instrument based in Competency-based Management.   • The public ombudsmen, which emerged in Brazil as an adaptation of the figure of the Scan-dinavianombudsman, had an accelerated expansion in the first decades of the 21st century in the wake of the public governance movement, with the premise of improving the dialogue be-tween public administration and society. However, the lack of a regulatory framework for its action has generated a heterogeneity of this institute in the country, raising the problem of how to increase its effectiveness in organizations. In this work, the general objective was to carry out an institutional diagnosis of the Ombudsman's Office of the Universidade Federal deOuro Preto (UFOP), to identify measures that may make it more effective. A methodology classified as applied, descriptive and exploratory research with a qualitative and quantitative approach was adopted. The method used was a case study, with the use of documentary re-search to survey the history of the sector's operation and the application of a semi-structured questionnaire to investigate the perceptions of the University's internal community regarding the knowledge and use of the ombudsman service. The results revealed that, although there is a well-defined internal normative regulation, there is instability, discontinuity and low auton-omy in the Ombudsman's performance, since its creation in 2005. The data also indicated that the Ombudsman is still little known by the university community. especially among students, and very limited user participation. Nevertheless, it was considered a very important organ by most respondents. There is also a small portion that shows distrust and skepticism about its effectiveness. Based on the diagnosis made and the identification of opportunities for im-provement, an intervention proposal was prepared, suggesting a set of actions to increase the effectiveness of the Ombudsman as an internal support body of the governance system. These actions respect the regulation; communication and dissemination; infrastructure and service channels; personnel and training; and good public governance practices. Among the main limitations are the absence of the perspective of the public outside the University and out-sourced workers, and also the difficulty in obtaining data on the manifestations already regis-tered.It was concluded that there is potential in the university public ombudsman for the de-velopment and exercise of a wide range of competences and that there is a need for greater institutional support to increase its effectiveness and credibility towards society.

  • The objective of this research was to know and evaluate the perception regarding the quality of work life (QWL) of the administrative-technicians in education of a Federal University, aiming to contribute to the implementation of Quality of Work Life Programs (QWLP) to improve the work environment. For that, an exploratory field research was drawn up, consisting of bibliographic research and application of the Total Quality of Work Life - TQWL-42, elaborated by Pedroso (2010) for QWL evaluation. The sample consisted of 176 public employees, most of them female, married, with graduate degree, D level of job classification, with qualification incentive, non-QWLP participants and average of eight years as a public employee. For the analysis of the results it was used the scale of classification of quality of work life proposed by Timossi et al. (2009). Regarding the level of classification of QWL, it was observed that Job Security, Work Capacity, Task Significance and Interpersonal Relations presented the highest values, suggesting respondents' satisfaction with these aspects. The aspects of Health Service and Social Assistance, Extra benefits and Work time had lower values, indicating dissatisfaction. The other aspects observed indicated a classification of the level of satisfaction near neutrality with a tendency to satisfaction. The global QWL score obtained was 58.49, indicating satisfaction, as it was between 50 and 75 of the classification scale used in the analysis. The QWL self-assessment obtained a score of 58.03, very close to the overall score generated by the TQWL-42, demonstrating that the public employees perceive their QWL close to the reality found. Finally, contributions were made to the People Management Sector for the implementation of QWL implementation of QWL Programs.

  • The dynamism of the market and society, facilitated by the expansion of access to means of information and communication, directs public and private organizations to, reconfigure themselves, in view of their survival and competitiveness. Especially in the last decades, the State has been seeking more modern management models, which necessarily involve an opening to social participation in decision-making. Thus, based on the The Practice of Everyday Life of Michel de Certeau, which sees resistances and subversions to the dominant order, developed by subjects located in the hierarchical bases of the organizations, the objective of this work was to investigate these practices during participatory strategic planning and its execution in an organizational unit of a Federal Educational Institutions, process this understood as search for institutional change. The work is characterized by descriptive typology and used qualitative approach. The semi-structured interview script was applied to a non-probabilistic sample for convenience and the data produced were treated by the theoreticalmethodological approach French Discourse Analysis. Several aspects regarding how the common subjects perceived themselves in this process were apprehended, especially regarding participation and the imposition of resistance by them, according to their own perceptions. It is concluded that, although limited, there was participation in planning, even though the issue of exclusion is implicit especially when it comes to the execution of strategic actions and subactions.

  • Although the rate of female incarceration has increased significantly, the situation of the incarcerated woman is a traditionally neglected reality. The brazilian prison system and the public policies in this field were not planned based on the specificities of the female sex and the difference of gender. In the current reality of women's prisons, women are doubly penalized for their crimes by being deprived of their liberty and facing the terrible prison conditions. It is necessary to bring up the need to change this framework.The present research has the objective of analyzing to what extent the gender difference in the construction of public security policies, in the prison system, influences the experiences of the female in prison. Specifically, were collected data on the prison system of São João del-Rei; investigat the public policies related to the female prison system and verify the perception of prisoners and managers about the female prison system. Due to the dynamics and complexity of the situation of women in deprivation of liberty, qualitative research and content analysis were understood as the best way to understand the phenomenon to be studied. The research environments were the Regional Prison of São João del-Rei and the APAC Feminine in the same municipality. Firstly a bibliographical research was carried out and then, to complement this analysis, as an instrument of data collection, the interview was chosen with semi- structured script with the women who are in situation of deprivation of freedom and with the managers and actors responsible for the region's prison system. As a result of the analysis of the data obtained emerged four categories: imprisonment and gender, maternity and prison, public policies and jail life. It has come to the conclusion that the specificities of the female incarceration are in most cases not respected, that motherhood is one of the main challenges faced by prisoners and that the situation of the imprisoned woman is not being guided by effective public policies. It was evident in the study that the gender discrimination in the construction of public policies for the prison system influences the female experiences experienced in the prison.

  • The federal government and the administrative reforms implemented, above all, the managerialists, the public sector and its servants, in order to become an object of specific analysis, become indispensable in the study of adjustments and adjustments, work, in order to equate the effects derived from all the transformations in this field, since this new form of management, based on results, can bring positive results on the health and the subjectivity of the professionals. These professionals, have not had labor markets in the last ten years, are part of the so-called "Y-generation", with similar characteristics and values, and who seek a rapid growth, thus remaining in a job, disregarding here the specificities of an evaluation of class from which the salary is higher, if considered more satisfactory, contributing to the increase of personnel turnover - a recurrent phenomenon in the public service and that is worrying the managers. In view of this scenario, it defined as general objective the analysis as characteristics of the turnover in the Personnel Payroll Sector of an IFE, observing as contextual circumstances the generation of turnover and the implications of the phenomenon for the sector, as well as its organizational and individuals. We search for a qualitative research, using documentary research and research of the semievaluated, followed by the analysis of the qualitative data through the theoretical-methodological approach of AFD (French Discourse Analysis). From the results achieved, it was a high turnover rate and the level of satisfaction of the workers with higher hierarchies, being the factor pointed out by the interviewees as the main cause to leave the sector during the studied period. A non-linear deficiency was also identified as the cause of the turnover, as well as notes of some factors that could be improved in relation to the existence of actions to be self-existent by the institution, such as: the attention of human resource management to the leadership method adopted by higher hierarchies; adequate analysis of the profile of the new entrants in the sector; training actions for servers in the sector, among others.

  • Public finances comprise an area of study that has gained importance in recent years, mainly due to the fiscal crisis faced by several entities that make up the Federative Republic of Brazil. The public budget is an aid to the management of public administrators and, at the same time, an important tool of transparency and accountability available to society in the control of public spending. The main objective of this work was to analyze the influence that a federal multicamp university (UFSJ) exercises over the four municipalities in which it is present with its educational units, in the process of generating own tax revenue for these municipalities, for the period of 2013 to 2017. The research focused on analyzing the budgetary expenditure executed by the university compared to the municipal tax revenues. Obtaining secondary data from the Transparency Portals of the Federal Government and the National Treasury Secretariat through its Brazilian Public Sector Accounting and Tax Information System were fundamental for the analysis carried out, together with the documentary research and content analysis of the information. In this context, it has been proven that the university's host city was the largest beneficiary of the amounts passed on by the federal education institution, either through the retention of the municipal tax on services paid to suppliers or the payment of municipal fees of the university itself. In addition, it was also found that public expenditures on engineering works and current expenditures related to the provision of services involving the hiring of labor were mainly responsible for the flow of financial resources to the municipalities by UFSJ. Finally, it was verified that the composition of the budget of the UFSJ, considered the great groups of the nature of the expenditure, Investments, Personnel and Social Charges and Other Current Expenses, can directly influence the collection of the municipalities. In addition, the fiscal crisis faced by the Union culminated in the enactment of PEC 095/2016, establishing a new fiscal regime, which in practice establishes limits for the growth of public expenditure for the 20-year period. It has been shown that this factor may also influence future revenue collection of the municipalities surveyed, since one of the main sources of funds obtained through the UFSJ were investments, which, as seen, decreased in the period covered by the survey
