ABSTRACT
Introduction: Information systems, such as the Citizen's Electronic Health Record (PEC), are
essential for managing information in Primary Health Care (PHC) in Brazil, including vaccination
data. Studies indicate that inaccuracies in vaccination records compromise the assessment of
vaccination coverage, hindering the monitoring and control of vaccine-preventable diseases. In this
context, it is crucial to evaluate the technologies that make up the Immunization Surveillance System
to understand the process of data collection, analysis, and processing, the flow of immunization
records, ensure the quality and consistency of information, and assess the efficiency of technology
and its user interaction. Objective: To evaluate the Immunization Surveillance System considering
the Vaccination Module of the PEC in a municipality of Minas Gerais, Brazil, from 2023 to 2024.
Method: An evaluation study using the Guidelines for Evaluating Public Health Surveillance
Systems, published by the Centers for Disease Control and Prevention (CDC/Atlanta/GA/United
States), to assess the attributes of simplicity, data completeness, timeliness, and acceptability.
Results: The PEC is the main tool used in PHC for managing information, including vaccination
data. In the evaluation, the vaccination record flow in PHC in Brazil was considered complex in its
description, except for the data validation process. Although the PEC demonstrated excellent
completeness of the variables checked for the pentavalent and inactivated polio vaccines (94.1%), a
significant deficiency was observed in terms of timeliness, with percentages close to 50%. In terms
of acceptability, the PEC Vaccination Module received an average rating from nursing professionals,
with a SUS score of 65.5±14. Furthermore, many professionals lack the necessary training to
efficiently operate the PEC Vaccination Module. Conclusion: Despite advances in vaccination
records with the PEC, challenges remain regarding infrastructure, professional training, system
interoperability, usability functionalities, and record timeliness, requiring continuous investments and
evaluations.
