SUMMARY:
Background: Pharmaceutical Care has already proven to be effective, from a clinical,
economic and humanistic point of view, for the control of several diseases, especially chronic
non-communicable diseases (NCD). However, there is a scarcity of studies on the
implementation of the service in the "real world", within health services. Thus, the
implementation of Pharmaceutical Care in Primary Health Care (PHC) of the Unified Health
System (SUS) is justified, starting with a highly prevalent morbidity that impacts the quality of
life of patients and the budget of public coffers: Diabetes Mellitus (DM).Objective: To
implement Pharmaceutical Care for the follow-up of patients with DM using the PHC of the
SUS in 15 municipalities from Minas Gerais. Materials and Methods: The study is being
developed in four stages (sub-studies): (a) analysis of the literature on the implementation of
Pharmaceutical Care in the reality of health systems; (b) validation study (Delphi technique) of
a Questionnaire of pharmaceutical knowledge on DM and associated comorbidities; (c)
intervention with SUS pharmacists, through a training, using the Moodle platform and eight
weekly synchronous meetings; followed by the quasi-experimental stage with DM patients, in
which there will be a total of eight consultations with SUS pharmacists who have undergone
training, and d) Construction and validation of an instrument to identify facilitators and
hindrances to the implementation of Pharmaceutical Care, through the Delphi Technique, using
the APOTECA framework (Attitudinal, Political, Technical and Administrative), which at the
end of substudy 3, will be applied to participating pharmacists. Preliminary Results: Sub-study
1) The literature makes explicit that Pharmaceutical Care when implemented only by research
groups, the population is again unattended when the study ends. Sub-study 2) The questionnaire
of pharmaceutical knowledge on DM and associated comorbidities had 13 questions at the end
and was validated with a total Content Concordance Calculation (CVCt) of 0.98 (judges'
validation) and 0.91 (pre-test with SUS pharmacists who did not participate in the training). In
the pilot study (pharmacists who participated in the training), the mean number of correct
answers in the questionnaire of those who attended ≥75% (n=17) in the training was higher
after the course (9.90) when compared to the mean at the beginning of the course (7.50)
(p<0.001). Substudy 3) This substudy is ongoing. Substudy 4) The instrument to identify the
hindering factors for the implementation of Pharmaceutical Care was validated with CVCt =
0.98 (judges' validation) and 0.91 (pre-test). Partial Considerations: Pharmaceutical Care is
effective in controlling clinical parameters of several morbidities, however, because it is
conducted, in most cases, by research groups, the population is again unassisted when the study v
ends. Thus, the need for implementation studies in health systems is emerging. The two
questionnaires (pharmaceutical knowledge on Diabetes Mellitus and associated comorbidities
and barriers to the implementation of Pharmaceutical Care in SUS) were constructed and
validated by the Delphi technique.
