SUMMARY:

In Brazil, chronic diseases are the health problem of greatest magnitude, with inadequate nutrition being one of its main determinants. This scenario requires effective public policies that promote care, as well as the qualification of professionals for the development of health education actions, especially in Primary Health Care (PHC), a priority locus for health promotion. The promotion of adequate and healthy eating (PAHE) must consist of strategies that enable individuals and communities to carry out eating practices that are appropriate to their biological and sociocultural aspects, as well as to the sustainable use of the environment. In this sense, the Program for the Promotion of Adequate and Healthy Eating (PPAHE) was developed, in a practical and effective perspective, as a form of intervention to support the planning and development of collective actions of PAAS in the PHC, with proposals for active and theoretical and practical support for the development of actions that can be performed by all health professionals. However, it is not enough to have a Program, it is necessary to evaluate its implementation in order to support the performance of the proposed intervention and the optimization of work processes in the planning and execution of educational actions and their results. Therefore, this research aims to evaluate the implementation of the Program for the Promotion of Adequate and Healthy Eating (PPAHE) conducted by professionals in Primary Health Care in the cities of Carmo do Cajuru and Nova Lima-MG. Before the evaluation itself, an Evaluability Study was carried out, considering document analysis, theoretical review, intervention description, elaboration of the logical theoretical model of the Program, in addition to the identification and validation of the evaluative questions that resulted in the multidimensional measurement instrument to evaluate its implementation, identifying strengths and weaknesses. In the second moment, the actual evaluation of the implementation of the PPAHE will be carried out through a mixed method research to classify the Degree of Implementation calculated using the validated multidimensional measurement instrument (quantitative study) and incorporation of qualitative data to explain the context of its implementation. The PPAHE, analyzed here, intends to be a guide to change in practice with regard to the approach to health promotion by supporting PHC professionals to carry out actions to promote adequate and healthy eating that are practical and effective, in addition to being viable in relation to available time and infrastructure. It is expected that this research will contribute to the development and dissemination of more effective collective food and nutrition activities and to the qualification of professionals for this. It is believed that the PPAHE can contribute to structure interventions in PHC, suggesting its expansion to other municipalities. Furthermore, it should propose indicators that contribute to a better structuring of the assessment of actions, issues that are considered to be emerging today.
