SUMMARY:

We are experiencing an intense global crisis in the capitalist system, which affects not only the economic system, but also the whole of society and all of our institutions. Capitalism is primarily a social phenomenon; therefore, their crises are equally social phenomena. The hegemonic technocratism in the management of capital is the greatest aggravating factor of its potential (and of its action) socially and environmentally inconsequential. Thus, it is necessary (and urgent) to think about different ways of planning the city, through a more inclusive urbanism, which develops different capacities and modes and which is prepared to serve the entire social spectrum, including the invisible subjects (and subjects) in the current forms of planning. Included among this list of subjects in society, the women have been excluded from the production of urban space since the advent of the industrial city - an exclusion that remains today, adapted to a patriarchal, hierarchical and capitalist society. This research project proposes to reflect on the production / reproduction of urban space with an emphasis on the relationship between planning and place that historically has been imposed on women in the debate about the city, in order to evaluate the limits and possibilities of an inclusive urban planning from the incorporation of the feminist perspective. The objective is to verify how gender issues were incorporated into the urban planning of the capital of Minas Gerais based on the World Charter for the Right to the City (2006), focusing on the last three municipal administrations of the Municipality of Belo Horizonte (Fernando Pimentel, Márcio Lacerda and Alexandre Kalil), in the period 2005-2021. From this study on institutional urban planning, we seek to recognize limits, advances and possibilities for a more comprehensive planning that contemplates the demands of all.
