Studies on the public budget have been demonstrating their relevance in recent times. today, mainly due to the fiscal crises experienced by federal entities. He is one instrument to support the management of public planners, in addition to being an important tool for transparency and accountability available to society in controlling public spending. This one This work performs an analysis of the budget planning response in the city of São Paulo. João del-Rei since the emergence of the COVID-19 epidemic. The pandemic context world and its fight through lockdown policies drastically altered finances of municipal entities, causing scarce financial resources to be directed to minimize impacts on essential services for the population and, in this sense, understanding how public budget administrators acted is necessary for the state action is prepared to manage emergency situations. Among the analyzes we seek: i) to identify which legal and non-legal actions were used to minimize the impact of the pandemic on the budget of the Municipality of São João del-Rei and its respective values; ii) map and compare emergency budget movements made by through additional credits due to the impact of COVID-19 on the health and economy of the Municipality in the 2020 financial year in relation to movements in previous years; and iii) map and compare the planning and execution of budgets from 2018 to 2022 regarding the collection and application of resources. The research is classified as qualitative, adopting the comparative method and, from the point of view of the objectives, the research has a descriptive and exploratory. As for the technical procedures, the research is characterized as documentary. As for data collection, documents published on the portals are used. officials of the Court of Auditors of the State of Minas Gerais, in the archives of the City Hall City Hall and the City Hall of São João del-Rei and Siconfi, among them the RREO, the RGF, the Pluriannual Plan, the Budget Guidelines Law, the Annual Budget Law and the municipal laws and decrees issued in the period encompassed
