MATURITY ANALYSIS IN PROJECT MANAGEMENT AND ORGANIZATIONAL CULTURE IN A STATE DEPARTMENT OF EDUCATION

Project management has become a practice widely used by public organizations that seek to achieve their institutional goals with efficiency and quality. In this way, raising the level of maturity in project management is essential to understand the current situation and design improvement plans, thus expanding the organization's capacity to execute its projects with quality for the population. An important element to be considered in the analysis and proposition of any administrative practice is the organizational culture, which refers to the beliefs, values, norms and behaviors shared by the members of an organization. These elements can have a direct impact on how projects are managed. In this sense, this work proposes to reflect on the relationship between the level of maturity in project management and the organizational culture of a state department of education. For this, the application of maturity analysis in project management will be carried out using the Prado-MMGP model as an evaluation method. To investigate the results and propose improvements, an ethnographic research will be carried out, in order to contextualize the local organizational culture with the results obtained in the diagnostic analysis. In this way, with both analyzes in hand, it will be possible to design plans to improve the organization's project management maturity levels, considering the cultural dimension and thus increasing the chances of success in applying project management practices in the secretariat state of education studied.
