Project management has become a management practice widely used by public organizations that seek to achieve their institutional objectives with efficiency and quality. Therefore, identifying the level of maturity in project management is essential to understand the current situation and design improvement plans, thus expanding the organization's ability to execute its projects with quality for the population. An important element to be considered when analyzing and proposing any administrative practice is organizational culture, which refers to the beliefs, values, norms and behaviors shared by the members of an organization. These elements can have a direct impact on the way projects are managed. To reflect these aspects, maturity analysis was applied to project management using the Prado model as an evaluation method. The result placed the State Department of Education studied at a regular level of maturity in project management and above the average obtained by public organizations participating in the most recent research carried out by the institution proposing the model. The sectoral results indicated that the sector where the projects mainly have a pedagogical content presented lower maturity rates. In order to better investigate the results and propose more effective improvements, ethnographic research was carried out to contextualize aspects of the local organizational culture with the results obtained in the diagnostic analysis. It can be highlighted that some cultural traits present in the Secretariat's organizational environment, such as flexibility, plasticity, inequality of power and hierarchy, reformism, high job turnover and the influence of political aspects on administrative and operational processes directly influence project management. of the organization. In this way, with both analyses, it was possible to design action plans to improve maturity levels in the organization's project management, considering the cultural dimension and thus increasing the chances of success in applying maturity improvement. in project management from the State Department of Education studied.
