SUMMARY:

The COVID-19 pandemic has significantly impacted public finances around the world, directly affecting the budgets of local governments, such as the municipality of São João del-Rei. The public budget is an instrument to support the management of public planners as well as an important transparency and accountability tool available to society in controlling public spending. Based on the theoretical framework of punctuated equilibrium theory, this research investigates the decision-making processes and strategies employed by the municipal government of São João del-Rei in response to the pandemic. By exploring the preferences of public agents, political incentives and fiscal restrictions, the study aims to understand the effects of COVID-19 on the municipality's public budget. The objective of the research is to investigate the measures adopted by the municipality of São João del-Rei for budget planning in response to the COVID-19 pandemic and its theoretical basis. In this sense, understanding how public budget administrators acted is necessary so that state action is prepared to manage emergency situations. The research is classified as quali-quanti, adopting the comparative method, and, from the point of view of objectives, the research has a descriptive and exploratory character. As for technical procedures, the research is characterized as documentary. The expected results of this research include data on the effects of COVID-19 on the public budget of São João del-Rei, offering implications for effective financial management and better resource allocation. It is anticipated that the results will improve our understanding of the strategies implemented by the municipal government and provide valuable information for future crisis management. In conclusion, the analysis of public budgets before and after the COVID-19 pandemic reveals a significant change in the budget formulation paradigm. Before the crisis, incremental approaches predominated, characterized by gradual and evolutionary adjustments. However, the impact of the pandemic forced a repositioning of government priorities, leading to budgets more aligned with the punctuated equilibrium model. This transition highlights the adaptability of government structures in the face of unexpected crises, highlighting the importance of flexibility and agile response capacity in public financial management.
