SUMMARY:

Housing policy has been incorporated into the public agenda for several decades due to social and economic transformations that shaped the urban landscape throughout the 20th century, resulting in a significant housing deficit in Brazil. The State's involvement in housing construction, particularly for the most vulnerable groups, signified recognition that housing problems couldn't solely be addressed by private initiatives, requiring direct government intervention. The 'Minha Casa, Minha Vida' Program, the country's largest housing initiative, embodies this state intervention in housing production to mitigate the housing deficit, enabling approximately 6 million housing units between 2009 and 2020. Despite its scale, little research has focused on its impact on Brazil's housing deficit, especially at a regional level. Existing literature indicates that factors beyond the housing deficit played major roles in selecting cities for constructing units under the Program. Seeking to fill this research gap, this study aims to evaluate the PMCMV's impact in Minas Gerais by comparing the distribution of housing units contracted through the Program against the estimated housing deficit in its internal regions. The research unfolds in three stages: calculation of the relative concentration indicator of housing deficit in Minas Gerais regions using the methodology and estimates from the Fundação João Pinheiro; computation of the relative concentration indicator of regionally contracted housing units by the PMCMV, using official federal government data about the program’s execution; comparison of the level of correspondence between the contracted housing units and the existing deficit in each region. Beyond its academic contribution, this study aims to provide more precise foundations for the implementation of housing policies by the public sector in Minas Gerais.
