In dark times, where the light of science is almost overshadowed by the darkness of common sense, the challenges inherent in building solutions are marked by major obstacles. Associated with this premise, there are simultaneously extreme challenges of continuity and improvement in the execution of health services. Thus, the need to optimize the available resources becomes a mandatory condition, as a way of meeting the expectations and demands of society, prior to a scenario of various uncertainties, including economic and social. For this reason, this study aims to analyze the scenario of implementation of quality tools in a public hospital and propose improvements. The method to be used is based on conducting bibliometric research on the contents that address the themes of health systems, Quality Management and quality in health, as a way to structure the theoretical knowledge of the study. Afterwards, a diagnosis of the current situation of the defined organization will be elaborated. The development of the research intends to review the existing and valid instruments associated with the process of implementing and structuring work routines under the aegis of quality management. Given this scenario, it is expected that the results that will be obtained with the study can support the construction of an action plan that enables the implementation of Quality Tools in an organization with characteristics similar to the hospital studied.
