Several studies dealing with innovation point out that the strengthening of the Brazilian innovation system depends on a synergy between government, universities and companies, a premise aligned with the foundations of the triple helix model. The Legal Frameworks of Science, Technology and Innovation (ST&I) in Brazil were created with the purpose of stimulating integration between these actors and encouraging scientific and technological research in the productive environment, in order to contribute to technological training and the development of the national and regional productive system of the country. Considering that universities are important actors in an innovation ecosystem, due to their capacity to generate scientific and technological knowledge, this study aims to analyze, comparatively, the patent licensing policies and processes adopted by two Brazilian federal universities, in the light of the Legal Frameworks of Science, Technology and Innovation (Law No. 10,973/2004, Constitutional Amendment No. 85/2015, Law No. 13,243/2016 and Decree No. 9,283/2018). To this end, methodologically, it is intended to develop qualitative research based on the case study method at the Federal University of Juiz de Fora (UFJF) and the Federal University of Minas Gerais (UFMG), and the collected data are treated and analyzed according to Content Analysis through thematic or categorical analysis. Based on the results found, it is intended to elaborate a proposal for a normative resolution for UFJF.
