LAND USE PLANNING FOR MITIGATION OF URBAN FLOODS: SCENARIOS SIMULATION FOR THE ADOPTION OF GREEN AND BLUE TECHNIQUES FROM THE NEW MASTER PLAN OF BELO HORIZONTE

The work presents simulated scenarios of the stimuli that the new Master Plan of Belo Horizonte will be able to generate based on the instruments called “Gentileza Urbana” on the reduction of floods and inundations. This policy aims to encourage the use of “Green and Blue Infrastructures” in new constructions, such as green roofs and rain gardens, in order to provide better control over those damage caused by rain in the urban environment. At the heart of the policy is the trade-off between the Charges for Additional Building Rights, which can be partially reduced by using the techniques, and the cost of implementing them. With the uncertainties surrounding the actual adherence of such a policy, the work aims to analyze the conditions in which such instruments can be used. The results obtained so far indicate that the Gentileza Urbana instruments will be adopted in regions where the value of the land is higher, as there are greater savings when using such techniques. In addition, it points out the need to think about how to promote the implementation in regions where the real estate market at first shows no interest in the adoption of Gentileza Urbana. An alternative would be infrastructures with more affordable prices, which would allow adoption by a greater percentage of the population.
