SUMMARY:

The advancement of new iron mining frontiers in the State of Minas Gerais supports a model that seeks economic growth from the appropriation of natural assets, through low diversification production structures that are subordinated to international interests. The process of promoting the extractive model and its legitimization, by the State, has deepened, increasing the incidence of environmental conflicts. In this sense, the objective of this work is to investigate whether the environmental licensing process in the State of Minas Gerais was capable of evaluating the environmental impacts arising from iron mining activities and the interrelationship with environmental conflicts in the territory. The research techniques used were bibliographic and documentary research, fieldwork, with semi-structured interviews, and descriptive statistics, with tabular analyses. As a case study, the iron ore extraction activity in Médio Espinhaço, in Conceição do Mato Dentro-MG, was used. As a theoretical basis for the discussions, the concepts of development, discussions of Ecological Economics and Political Ecology were used. The results showed that the analysis of environmental viability, which took place through a fragmented and inefficient process, occurred at a time when important decisions, at government level, had already been taken in order to make the mining project viable; that the political interest in the project overpowered the need to evaluate the environmental impacts that are directly interrelated with environmental conflicts in the territory; that public participation occurred in the final phase of the process that seeks to assess environmental impacts, further unbalancing the power relations that engender such a process; that there are impacts that are related to the different forms of meaning and valuation of the territory's natural assets, which should be considered when choosing development projects for the territory. It is concluded that the environmental licensing process was not able to achieve the effective and real impacts of the activity, triggering environmental conflicts installed in the territory.
