SUMMARY:

Among the most controversial and criminal policies to combat droughts promoted in the state of Ceará, in this work we will focus on the experience of creating, implementing and expanding concentration camps with the aim of confining and controlling drought refugees during three periods of long drought in the history of our state: 1877, 1915 and 1932. Inserted in this scenario of profound denial of life with the use of mechanisms of control and management of bodies, we seek to understand biopolitics as a manifestation of the logic of power in Western politics, starting from analyzes of philosopher Giorgio Agamben on the concept in dialogue with the reflections raised by Judith Butler. We will work on the concept of biopolitics exposed by Agamben from the reading of four fundamental ideas for the elaboration of his thoughts on the topic under debate, namely: sovereign power, bare life (homo sacer), state of exception and field. Believing that there are points of convergence with Agambenian thought, this research will establish parallels between bare life and precarious life, a key concept in Butler's work, understanding both as realities of the human condition unprotected by the current political-legal apparatus, a condition under which We can all be subjected to it at any time and in any circumstance. At this point, we will demonstrate the production of bare life and precarious life based on the same mechanisms of capture and politicization of human existence. An important feature of our reflection that is present in the work of the Jewish thinker and the Italian philosopher and that dives directly into the historical context under analysis in this research (the drought concentration camps in Ceará) is the question of the value and disvalue of life
